Nuclear non-proliferation has not been a reality for quite a while, if ever, but this development shows a “widening” of the players. Spreading the blame? Or do they now have “something” that betters and/or mitigates nuclear? Disappearing airplanes, dustified buildings seem to indicate they have “better than nuclear” destructive power… not so sure about the mitigation part.
