Could not help post this, for fun I suppose. May I present the public head of the European leadership, drunk as a Sailor apparently. it is a relatively old clip, my suspicion is he is being underminded in some way. As it happened after a meeting in Latvia ,a sign the outcome pleased Hr. Juncker ? New, post collapse ,Nordic Euro ? Or did they just agree to invade Russia ? (Good luck with that, irony may apply).
