China is planning for more IT security resources. This article is glossing the intiatives with a cyber warfare motivation but I think this is more to do with an economy diversifying outwards from manufactured goods and now needing more robust IT to support this. Having worked in IT infrastructure and having several friends and former colleagues still involved in IT security, I am assured the maturity/preparedness of IT security is woefully dismal worldwide.
