This is interesting… And I read the underlying message as: “Let’s just blame the opium problem on the Chinese”… Or an alternate reading: “China is waging a kind of chemical warfare against Americans”… Oh wait, that is also a “Let’s blame the opium problem on the Chinese”. Or maybe, but unlikely to me, it is a genuine “reversal” of the Opium Wars by the Chinese against the Anglo Alliance?
