While Dana was posting this, I was reading about an interesting encounter, circa 1983, between Ms. Howe and Richard Doty (of AFOSI) as described by Richard M. Dolan in “UFO’s and the National Security State: The Cover-Up Exposed, 1973-1991,” Chapter 5.
