    Following on goshawk’s comments on the Beirut incident, the French language newspaper says Macron will be there today to express his “solidarity”. Would he go if there is a problem of radioactivity? I doubt it. Here is a longish article on the atmospheric particulate risk, though basically there is little info. Suffice it to say that as one chemist remarked, “ammonium nitrate does not explode by itself” and if it was NH4NO3 the gas would probably already have dispersed….

      not sure about the cause or motivation of the blast, but it is not surprising that there will be maneuvering to reconstruct and control the port. the link you provided led to
