    Thought Experiment:
    1. Examine the path taken by Hurricane Irene in 2011, focusing on the days from 21-25 August.
    2. Mark the approximate center of the arc described by the path.
    3. Draw a great circle line from that center point to the location of HAARP.
    4. Find the midpoint of that line.
    5. On the same map, locate the epicenter of, and outline the size of the area affected by the 2011 Virginia Earthquake on 23 August 2011.

    Considerations:
    1. Do not look at HAARP as a stand-alone facility but as a single element of a vertical phased antenna array, with other elements being movable (placed on ships).
    2. Consider how one could vary the location of the movable elements and the frequencies on each element to achieve a reinforcing interference at a frequency resonant with water at a desired location to achieve a slight increase of water temperature.
    3. Consider the weather effects in the air above the warmed area.
    4. Consider the political ramifications of having caused an earthquake. Would HAARP stay open until the fear subsides?
