I may be in over my head on this SWAG ( Scientific Wild Arse Guess ) and can not take credit for this as I had to research this for myself. The USS Fitzgerald may have been on an EMCON missions which is basically gathering intelligence of the coast of Japan when the collision occurred last week (EMCON = Electromagnetic Emissions Control).
They were near the city of Hamatsu which is the home of the Mitchbiki No 2 Satellite which launched June 5, 2017. I have attached a news article on this satellite and what it was stating what it would be used for. An enhanced GPS technology. Then I recalled Dr. Farrell mentioning in his blog about how Japan was developing technology and infrastructure of space born money transfer and banking infrastructure. I again saw bits and pieces of this all over the web.
