It is clear to me that the Reagan administration assessed the threat of sudden and dramatic climate change (eg, pole reversal) as real and that earnest preparations started then. If you look at where top-ranking military officers choose to live in retirement, you will discern a pattern. I forget the details, but they retire a very long way inland, and in the hills, above a certain altitude. Given how seriously the threat was taken, it would not surprise me if this explained the perceived sense of urgency pervading the so-called elite.
