        To originate the CARES act in the Senate & thereby violate the spirit of the origination clause (Constitution says revenue bills must originate in the House), the Senate took a bill that passed the House last year, gutted the entire bill, & substituted their bill as an amendment.

      So from what I can find, they passed a bill, “stripped it” into what’s called a shell bill, and put it on the shelf until they needed it.

      What I’m trying to find is the timeline when it became the COVID related bill or geared for something like this.
