does that mean that the Kennedy bonds with the moon behind him being carried by Japanese nationalists in Italy were respecting the US Treasury Department’s laws… and ergo could actually have been proper tender? (even if the nominations were ridiculous, we’re not privvy to bank’s/countries internal procedures..)
