I don’t know what is the recruitment process in Iowa. I know many companies rely on Employment Agency’s that make it very difficult for workers to have that initial interview or contact with a Company. I have strong opinions there should be no intermediaries between Corporation and Workers.

Could they not solve this problem by offering the jobs to people in inner cities. Offer them moving costs and training. Solve the unemployment in cities.
