Doesn’t pass the sniff test.
The head of the political unit in any US diplomatic mission is almost always an under-cover CIA officer. HK is home to one of the largest CIA presences in the world outside the USA.
It would have been difficult to find a more public (air-conditioned) time and place to hold this “meeting.” It is also difficult to imagine that the media would have had to rely on a “passerby” for the photo, rather than on the Chinese intelligence surveillance team which must undoubtedly be following Joshua Wong and his colleagues 24/7.
Therefore, unless CIA tradecraft is inexcusably sloppy, it was intended that a photo of this gathering should reach the media. Indeed, I would expect that the gathering was in fact arranged primarily, if not solely, as a photo op.
I continue to believe that HK is being jointly set up by the PRC and the USA as part of a larger diplomatic project.
I have no doubt that the CIA, MI6 and others are trying to control and manipulate the HK protesters. They would be derelict in their duty if they were not. But the HK protests are the result of long-building anger and dissatisfaction at the grassroots. The PRC really has nothing it can offer HK except violence. The PRC cannot risk social unrest spilling over the border into the Mainland; so they will have to suppress the agitation in HK.
It seems to me that the US is working with the PRC to manufacture an excuse for the PRC to take over the government of HK. The PRC knows it cannot wait until the 2047 date provided for in The Joint Declaration signed with the Thatcher administration because HK has become unstable (largely thanks to Xi tightening the PRC’s grip on HK too quickly).
If I may springboard off the well-worn end of the twig, I would say that, in return, the PRC will give THE UNITED STATES CORPORATION a financial recompense connected with trade/the dollar, quite likely as part of a wider global financial reset package.
Another large protest is planned on HK Island for Sunday.

That document appears to be typical PRC propaganda. I give it no credence at all. The agitation in HK comes from the grassroots and has been simmering for years.
