Galen Winsor. Who is he?

Don’t know what to make of it, but this guy is very smart. It begins slowly and gets increasingly crazy as the lecture goes on. At one point he eats or pretends to eat uranium. But seriously, it’s very interesting imo, but I don’t know. He believes in nukes but claims that the regulations regarding nuclear power is a racket of epic proportions.
