Somebody skimmed a lot of money off the contracts for those things.

When you read through the comments, you realize that these are the cages that they use in max prisons to allow seriously dangerous prisoners time outside to prevent them from hurting others. Someone else mentioned they look a lot like cages they use around controllers (public utilities) to prevent tampering. The world has gone nuts but sometimes there are logical explanations.. (or at least i hope so)
