I am not an expert in this area at all but do have training as an electrical engineer.
I had a quick look at this and, to me, it looks like an issue with the presentation layer of the data. You can see other presentation layer issues in the larger world map in the article you linked to; for example, there seem to be small “slices” with no colour that appear around the area of Phillippines, Indonesia, etc.
Now, I am not sure if there is something odd causing this data presentation isssue. For instance, it could be:
(1) actual electromagnetic inference patterns caused by solar radiation, high powered HAARP-like technology, etc. which is then captured by the data, or
(2 the equipment itself experiencing electrical malfunction of some kind which is then causing either electromagnetic interference in the sensors that capture the data, or alternatively, errors in the capture of the data, or
(3) electrical problems or digital errors in the later processing and presentation.

The Suspicious Observers space weather website (http://www.suspicious0bservers.org/) might have recorded some footage in their daily round up for that day which could be a cross-reference to see other sources. Dutchsinse (he has an earthquake watch channel on YouTube – https://www.youtube.com/dutchsinse) might also have some captured footage in that part of the world for that date and time that can be compared. Both of these would probably be able to look at this footage and have a much better idea of what it is.
