Something else entirely may be going on with “family services”, in my humble opinion.

  Is a US state a government authority or as some assert just another corporation. If the latter is true it is a “corporate person”. Question: how do you determine the IQ of a corporate person or of a more nebulous ent ity like an authority, to see if THEY are qualified to do whatever task?
