Their theory is that this is a Chinese EM microwave pulse weapon and that the Chinese are testing it and sending a message.
To suspicious and cynical me, it sounds more like the intelligence agencies are combing the internet discussion forums (including this one since this theory was posited here by a member) and pushing a story that serves some agenda of theirs, including perhaps limited hangout.
Other commentators have suggested that a small country in the Middle East with advanced technological power is responsible, possibly to warn off segments of the US oligarchy who are calling for significant policy changes. Or that country in collaboration with any number of parties.

And when I was reading the Sputnik article, the thought arrived in my head:
“I wonder if the US Navy has been infiltrated / subverted in some way and they are somehow involved in this.” This idea is probably an anathema to any US citizen or military person reading this, but I am sure this type of subversion has happened before in history.
A coincidence that happens twice in two months – Not. Some new technology sending some very strong messages. I do remember reading that the navy has it’s own secret black operators working in the background. Maybe they were all asleep again.

You know it exists and it works. They discovered the effect.. or rediscovered it.. I dunno.. through the MK series.. Testing radio wave effects on Monkeys.. It works.. until they push the frequency too high and microwave the target’s brain..
