To me, this article is full of propaganda spin and the prescribed narrative. My view, cynical as it is, is that the real reasons for training the military of these “weak” states are so that
(1) they can persuade their nations of the merits of the war products from the training nations’ arms manufacturers and
(2) they are available as local “resources” should the power playing oligarchs want to foment a war in the “weak” country
