The fact that they have (apparently) not just seized his assets, Amerikan style, might mean that for some reason they want him to cough up voluntarily, to “make it legal”. Considering that he seems to have refused to give in despite a metaphorical or real gun to his head, indicates, in movie language, a “real cool character”.
