Yes, that news was fairly recent. Though he did not mention Georgia at the time it seems related.
What I meant by perfect spot is is that Georgia has a border with Russia so biological weapon can be easly transported and is a total vassal state controlled by CIA or GRU depending what Georgian officials sold to whome and for how much. Most of the former Soviet republics are now a battle ground of intelligence agencies CIA GRU , MOSSAD etc.
