    I direct your attention to this section:
    (Sec. 1613) Requires the President to establish an interagency process to develop a policy to deter adversaries in space.

      Silence….hum….

      Not potential adversaries in space, but to deter adversaries in space. So, either the tensions and conflicts on the ground have also moved into space….or, there is someone already there.
