I didn’t see them mentioned in the article, but China has literally hundreds of modern “ghost cities” that they are having difficulty populating with Chinese because they lack an existing economy and community, With added protection and investment opportunities, i.e. like suggestions for ‘start-up’ cities, these might serve well for safe places for refugees to start a new life.
