“Of course Francis is trying to do the right thing. Religion and money are never a good mix, and a long history of scandals only complicates the task of getting the Vatican bureaucracy in order. As Cardinal Prefect of the new dicastery, the Secretariat for the Economy, Pell reports directly to the pope. He also reports to the new Council for the Economy, eight cardinals and seven lay experts projected to analyze internal controls, transparency, and governance. In addition, there will be an Auditor-General empowered to check the books of any Holy See component.
Pell’s mandate appears to be oversight of any money the Vatican touches, particularly that in the Administration of the Patrimony for the Holy See (APSA), which manages Vatican-owned money and property, and the Institute for Religious Works (IOR), also known as the Vatican Bank, which manages between 6 to 7 billion Euro* in cash and securities owned by various clergy, religious orders, dioceses and church-affiliated persons and institutions.
Both are ripe fields for fraud, waste and abuse. The lack of transparency at the Vatican Bank, which has 19,000 clients worldwide and does a quarter of its business in cash, has long been cause for scandal. No one knows where it invests its funds.”

But more recently, Pell himself became the focus of a clergy sex abuse investigation, with Victoria detectives flying to the Vatican last year to interview the cardinal. It is unclear what allegations the charges announced Thursday relate to, but two men, now in their 40s, have said that Pell touched them inappropriately at a swimming pool in the late 1970s, when Pell was a senior priest in Melbourne.
“The charges are a new and serious blow to Pope Francis, who has already suffered several credibility setbacks in his promised “zero tolerance” policy about sex abuse. The charges will also further complicate Francis’ financial reform efforts at the Vatican, which were already strained by Pell’s repeated clashes with the Italian-dominated bureaucracy. Just last week, one of Pell’s top allies, the Vatican’s auditor general, resigned without explanation two years into a five-year term, immediately raising questions about whether the reform effort was doomed. ”

“Libero Milone, 69, was appointed two years ago with far reaching authority including powers to audit the books of any department in the Vatican. He came to the job with an impressive track record having worked for Fiat and ran the Italian branch of Deloitte, the global accountancy firm.
In the summer he resigned suddenly without explanation but has now broken his silence to say he was forced out after his investigations uncovered irregularities, an allegation which the Vatican strongly contests.
Speaking to reporters over the weekend, Milone explained that on the morning of 19th June he met with Archbishop Giovanni Becciu, the Holy See’s “sostituto” and one of the Vatican’s most senior officials, who told him he was being dismissed on the basis of a seven-month investigation by Vatican police. Domenico Giani, the Vatican’s police chief, told Reuters news agency there had been “overwhelming evidence” against Milone although did not go into further details.
But the accountant countered to say the evidence presented to him on the 19th was “fake, fabricated” and that he was effectively being pushed out. Milone has not provided any evidence of the irregularities he found in the Vatican finances.
In a strongly worded statement, the Holy See said the former auditor-general had “illegally employed an outside company to carry out investigative activities on the private lives of members of the Holy See” which was not just a crime but had also “irredeemably damaged” the working relationship between the Vatican and its employee, who was paid a salary of €250,000-a-year.
On 27 September 2015, Milone said he suspected that his office computer had been tampered with so he contacted an external company that had done work for him before to check for surveillance devices as there was none in the Vatican to carry out this work. The company discovered that his computer had been the target of unauthorised access, and that his secretary’s computer had been infected with spyware that copied files.

“Vatican City announced Saturday the conclusion of the corruption trial of the former president and treasurer of the Vatican-owned Bambino Gesù hospital in Rome.
However, subject to the granting of general attenuating circumstances, Profiti was granted a five-year conditional suspension of the sentence.
“The Vatican announced July 13 it was charging Profiti and Spina with the illicit use of hospital funds in the amount of 422,005 euros ($499,000) for the refurbishment of the apartment where Cardinal Tarcisio Bertone lives.”

“The Bambino Gesù was founded in Rome in 1869 as the first pediatric hospital in Italy. In 1924 it was donated to the Holy See and became the “Pope’s Hospital.” While it receives funding from the Italian government, it does not fall under the jurisdiction of the Italian government’s health authorities.”

Crux reports that Vatican spokeswoman Paloma García Ovejero told local news agency ANSA, “Giulio Mattietti, deputy director general of the Institute of Religious Works, has ceased his service Monday November 27,” but decline to give any reason for his removal.”
