This may very well be a peak behind the curtain to see an example of the rival factions duking it out.

Are they preparing for something, restocking their supplies, or looking to farm it out to allies in need? interesting nonetheless.

I know there is a tendency out there to interpret every such news item as “confirmation” of some apocalyptic scenario or other, but I respectfully suggest that it is more likely good old-fashioned bureaucratic infighting with contracting or other financial aspects lurking in the background.
