      Interesting that the bbc is saying it, but the arrogance of technocracy is also their downfall.

        Yes, perhaps this was something they published for the Chinese target on behalf of MI6, not for home consumption? The BBC World Service used to entirely funded by The Foreign & Commonwealth Office (cough, MI6, cough), but these days they make advertisers and the licence fee payers chip in.
