Sounds more like a failure of multiculturalism in a country with a strong tradition, at least historically, of one culture and one religion. Clash of civilizations kind of thing.

Sounds like a repeat of Gladio-style events. I would be (like Ole Dammegard) “terminally skeptical” of any “beheading” reports. Other media simply called it a “knife attack”. All we know is that there was apparently some kind of murder and that the alleged culprit allegedly killed. It is said to be very unlikely for an ordinary person with an ordinary tool, acting under “temporary rage” to literally behead a man. The “beheading” meme was much in vogue when the “hidden enemy” was the “lone jihadi”, before it became the “vuyruss”. The assertion that the alleged perpetrator was of Chechen origin is another red flag of possible Gladio-related connections.
