Unless I missed something, the Request for Proposal (PDF linked at the article) is for 2 of them, and one of the technical requirements is about what type of paper they must be able to cut. I doubt that’s a cover story. Besides, there are less messy, more efficient ways to eliminate people than a bunch of guillotines.
