i am starting to think that this latest move from NYSE has very little to do with imposed tax on stock transfers, and more with why the NASDAQ and other markets are looking to move to a much higher elevation in Texas, away from the coastline . .

For some reason, the whole gaggle of the markets, derivatives and all have their eye on Texas. But since you mention it, why South Dakota?
Just joking mostly but SD is a well run state with conservative leadership and no state income tax. In that regard it’s similar to TX and the possible NASDAQ move.
This is such an odd and interesting development… all these stock exchanges and other companies talking about moving to Texas. Wish I knew what it was all about! Big NYC financial firms have been opening offices in or moving to South Florida–not ideal if you’re worried about hurricanes or floods, but it’s just offices, not stock-exchange servers (some examples: https://www.bloomberg.com/news/articles/2020-12-06/goldman-plots-florida-base-for-asset-management-in-a-blow-to-nyc). All very strange. I’ve wondered if there might be some connection to space, given Cape Canaveral and Houston.
