    Would the power failures currently affecting significant areas of the tottering Empire have happened back in the much-vituperated USSR? While from those same areas, there is lots of footage showing brightly-lit banks and other such buildings….

    • It probably depends when and where in the USSR you’re talking about. When it was tottering (toward the end of Gorbachev’s time), in at least one city in southern Russia, you never knew when the water supply would be turned off. At the same time, tap water in parts of St. Petersburg / Leningrad was brownish and undrinkable (kind of like some cities in Michigan today–the parallels between USSR and USSA just don’t stop!). Wouldn’t surprise me if there were issues with the electricity supply here and there, but I’m not sure.
