I have been trying to wrap my head around the bizarre behaviors of our west coast governor’s. Inslee always looks scared like he’s being blackmailed or threatened. The joint for jabs thing comes across as desperation to me. I’m taking a left turn on the current speculations after recently seeing this. It’s highly speculative with fringe tassles. However, Given the new era of Direct energy weapons being a new invisible foe to nations this could be one reason for the odd behavior.
