Not sure about that. Japanese employers are arranging for their employees to be jabbed at work. Although Japan did not really start jabbing until April, more than half the population has now been jabbed at least once. In Tokyo, more than 40% have been jabbed twice so far.
As with everything else in Japan, the pressure to conform is intense, while thinking for oneself is, at best, eccentric. Remember, until 1868, Japan was still officially a feudal society and that mentality is still, regrettably, strong.
Ironically the culture is working against their best interest; as the Shoguns, once again, use them as canon fodder. Or; 21st Worst Century, experimental pin cushions.
