They could actually give it to everybody, and not just a “random” handful. But the power structure is not yet willing to admit such a paradigm shift in monetary creation.

I agree somewhat. As history dictates we usually fight the current war with the last wars weapons. This argument for the battleship was used as aircraft carriers came into their own in air ops during WW2.
