    I doubt governments sabotaging their own weather. I did witness driving home at 2 am west of phoenix a lone grey cloud in a summers night sky and at first thought the flashes were lightening but then, not lightening.       I have no problem believing a government would sabotage its own country’s weather, if it served their purposes (or the purposes of whoever’s interests the government in question actually promotes and defends).
