    I don’t know, this would seem to assume that the world is “governed” by an overarching oligarchy and not various factions. Factions which might occasionaly come together, as is (or was) in the case of the SSP. I somehow doubt that such cooperation, even temporary, is taking place in the sphere of money manipulation.

    • One faction or other nearly always has the upper hand and is happy for the rest to fight over the crumbs, although I agree that those crumbs can be a very substantial piece of the pie.
