Not just a jibe at Merkel but the Russian view of Germany’s LEGAL status. So that a German Euro-MP has challenged their EU membership on the grounds that the Bundesrepublik is not a fully sovereign ent ity ent itled to sign treaties.

It can be pointed out that the destructive mono-polarism explained here differentiates the British and US empires; the former, while practising divide and rule against all foreign powers, did attempt to consolidate the empire itself, leaving a legacy that is controversial but not necessarily all bad.
