Many reasons… One cost effective as a tried and true killer of moving objects. Swarm weapons are new and not yet fully tried and intergraded into our existing systems I would imagine. Im sure the military option is a tough nut to crack for Pentagon´s strategists, maybe too tough. They need 100% intel of North Korean nukes and I think they don´t have that kind of information.
