In this vid its mentioned that if reservoir water are released secretly and
downstream towns cities villages get flooded no reparations has to be
paid as it then said by the CCP system rules “to be by natural cause”
i.e by nature, however if reservoir water are released with a gov notice
then they have to pay for the damage!
