The Earth is surrounded by a cloud of cool plasma–essentially, the upwards continuation of the ionosphere–which extends to about 5 Earth radii (the distance varies) and which rotates with the Earth.

I think that we’re talking about type I civilisation stuff.. If you think about the energy required.. If you can hypothesize that the whole planet could be made into a weapon then the doctrine of Wehrhochheit (Defence Sovereinty of the Earth), such as was implemented because of the Treaty of Versailles, has never gone away.
